Bldg. Andrews Cultural Center, 201 E Call St, Starke, FL 32091. PURPOSE AND EFFECT: modify requirements regarding student financial obligations for degrees and certificates. RULEMAKING AUTHORITY: FS 1001.64(4), (7), (8) for Rule 4.3 and FS 1001.64 for Rule 7.28.
